Beaver Street invites bidders for expansion project

The Beaver Street Enterprise Center (www.bsecenter.net/) will receive sealed bids to convert a one-storybeaverstreetlogosmal1 warehouse into two stories of office and light-industrial space. Bids will be accepted until 3 p.m. on Dec. 16.

Bids must consider green friendly construction, façade improvements, new roof with solar power initiatives, parking, space for classrooms, computer laboratory, dining room for food-service training, storage, receptionist area, warming kitchen, training offices, conference rooms, server, restrooms, and a board room.

This project will be funded partly or in total by the federal government. Therefore, bidders must comply with Title VI of the Civil Rights Act of 1964 (24 CFR, Parts 1 & 2); Title VIII of the Civil Rights Act of 1968 (24 CFR, Part 115); Federal Labor Standards Provisions (HUD 4010); the Davis-Bacon Act; the Anti-Kickback Act; and the Contract Work Hours and Safety Standards Act. Bidders are advised to refer to the Federal Regulations, of these specifications for more information.

 All bidders must attend a pre-bid conference at the center on Nov. 20, 2009, at 1 p.m. to discuss the specific requirements of the project.

Bidders must submit the following forms with their sealed bids: Section 3 Proposal Form, Tables A and B, Section 3 Business Application Certification Form (to be completed by both the contractor and sub-contractors), Conflict of Interest, Letters of Intent, Section 3 Economic Opportunities Plan, Appendix “H”, , in accordance with 24 CFR, Part 135.

All Bids must be made on the forms provided, properly executed, placed in an envelope and mailed or delivered in accordance with this Notice.

Bids must be sent to Beaver Street Enterprise Center, Attention: Joseph Hutchinson, Xeye, 1225 W. Beaver St. Jacksonville, FL 32204. All bid envelopes must be noted on the exterior of the envelope “Beaver Street Enterprise Center Phase II.” Bids will be publicly opened, read aloud, and recorded. Only one original bid and required documents can be submitted. No duplicates or copies will be considered.
